This is a cute porcelain teapot shaped tea bag caddy or tea bag holder in a pattern called Mendocino made in the 1990s for Herman Dodge, California in Thailand.

The tea bag holder is .5 high by 4.25 inches long by 3 inches wide and is hand painted in greens and yellows with a leaf or vine design.  

The teapot shaped dish is in excellent vintage condition with no chips, cracks or wear and is cute as well as useful.
